The location in Montreal, (Quebec, Canada), is seeking talent to fill the position of Lead Analyst, Tax Governance. This job is full-time permanent.

The incumbent is responsible for ensuring that the Payroll - North America department applies, at all times, Canadian and American taxation rules, as well as various governmental laws and regulations (federal, provincial, states, locality etc.), as they should apply within the payroll processing. As an expert, he / she carries out complex analyses and provides advice / guidance on how to manage payroll tax and/or legal changes at operational and systems level. Perform / validate test results required prior to implement any of these changes in payroll / HCM / Time (SAP, ADP, UKG, Dimension, PGI etc.).

Provide expert knowledge, participate, and present options and recommendations required for a successful delivery of payroll internal initiatives (year-ends, payroll code harmonization etc.), business initiatives such as M&A, and HRIS projects requiring payroll partnerships (system's migration / implementation).

Job Responsibilities/Accountabilities:

  • Ensure that the payroll sector applies all governmental, state, legislative and fiscal rules and regulations, contractual standards (CBAs) and various internal processes and procedures
  • Support payroll resources and business partners involved in the payment of employees to ensure that all mentioned regulations are understood and applied correctly
  • Validate that quality standards and financial compliance are respected throughout the entire payroll production and post-production (remittances, tax funding and all required reconciliation exercises etc..)
  • Perform and/or participate in internal and external audits as well as audits requested by third parties (states, governments, municipalities etc.);
  • Monitor closely any tax impacts when new tax locations are created or modified (tax funding).
  • Closely monitor compliant resolutions of payroll taxation and accounting issues.
  • Implement and document best practices and financial controls related to Canadian and US payroll taxation and accounting.
  • Ensure analysis and acceptance testing of payroll legal and tax changes within payroll systems.
  • Inform business partners about taxation, legal changes when required (HRSS, HR, Finances, Audit, Legal).
  • Create /Close tax locations when required (states, municipalities etc).
  • Implement on-going reconciliation processes to ensure accurate payroll results on a monthly, quarterly, and year-end processes (remittances, tax funding, DAS etc.).
  • Transmit expert knowledge
  • Participate in the development of new initiatives and projects related to payroll : HRIS, projects and other business partners initiatives

Key Competencies :

  • Strong analytical skills, problem solving and very good judgment
  • Proven leadership and experience in the coordination of complex payroll production activities (unionized employees, more than 5000 employees)
  • Strong ability to set and manage priorities, respect deadlines, and make decisions accordingly.
  • In-depth knowledge of the Canadian and American payroll field of expertise
  • In-depth knowledge of payroll legislation and best practices
  • Strong ability to apply knowledge and experience in the interpretation and application of compliance legislation in a complex financial and/or payroll environment.
  • Strong relationship management skills with all business partners in a shared services environment
  • Strong ability to communicate complex information
  • Promote and maintain confidentiality as the norm
  • Experience in delivering payroll projects and initiatives
  • Autonomous, rigorous and precise

Professional Experiences and qualifications :

  • In-depth knowledge of the SAP, ADP system (a strong asset)
  • American and Canadian salary remittances and American tax financing
  • Colleague degree in business, accounting or other related discipline;
  • Certified Payroll Administrator designation from the National Payroll Institute (NPI) and/or American Payroll Association
  • Minimum of six (6) to ten (10) years of related payroll experience
  • Minimum of four (4) to six (6) years of previous experience in a payroll technician position (full processing of Canadian and/or U.S. payroll cycle including the full processing of year-end production), in a large and complex payroll environment (high-volume and unionized population)
  • In-depth knowledge of the SAP, ADP system: American and Canadian salary remittances and American tax financing
  • Must have tax and legal knowledge regarding payroll in the United States and Canada (extensive knowledge and experience)
  • In-depth knowledge of legislative payroll rules
  • Mastery of Microsoft Office software, particularly Excel which must be mastered at the advanced level;
  • Bilingual, both oral and written, in French and English*.
