If so, consider this opportunity in the Account Management and Collections Branch with the Ministry of Finance where you will promote and enhance voluntary compliance with Ontario tax statutes and revenue programs.

About the job

You will:

• analyze commodity tax returns, rebate applications and associated schedules to verify, reconcile, document and approve payment or disallowance in accordance with various legislation and guidelines
• analyze applications to register clients and issue credentials, registration certificates, permits, licences and decals
• investigate and resolve compliance and/or legal discrepancies by reviewing client registration and application submission requirements, verifying debit and credit balances, cross-checking transactional data and conducting account reconciliations
• communicate with clients and their representatives to explain/interpretation and application of legislation and policies; clarify eligibility, compliance and documentation requirements; and resolve or direct client enquiries ensuring tact and diplomacy when dealing with sensitive issues
• maintain the integrity of the First Nations (FN) Gasoline Tax Exemption Program and Ontario Portion of HST by reviewing, verifying and approving rebate applications, issuing exemptions, and responding to FN Gasoline Retailers and FN Individuals
• recommend account referrals to Audit, Advisory Services or Inspections
• provide management with suggestions for improvement to the tax/revenue administration systems

What you bring to the team

Technical knowledge

• you have knowledge of the Ontario Commodity Tax statutes and revenue programs/agreements administered by the Ministry of Finance to determine refund eligibility; explain registration and reporting requirements; analyze rebate applications, returns and schedules; and issue notices of disallowance
• you have an understanding of/ability to understand the provincial, federal and municipal compliance service programs
• you have knowledge of general accounting principles and practices as well as knowledge of complex legal entity structures

Analytical, research and judgement skills

• you have research skills to investigate financial discrepancies by reviewing legislation and policies
• you have strong analytical skills to review a variety of rebate applications and supporting schedules to determine accuracy, completeness and eligibility for tax exemptions and rebate entitlements, to validate registration requirements, and to accurately determine legal entity structures
• you have superior judgement skills to investigate and recommend payment or disallowance, to identify and evaluate potential fraud and to determine appropriate referrals to audit, advisory, inspections, or management

Interpersonal, communication and negotiation skills

• you have interpersonal and negotiation skills to resolve client enquiries in a tactful and diplomatic manner
• you have effective oral communication skills to provide clear and concise advice to management and clients on compliance and non-compliance issues
• you have written communication skills to prepare letters to clients and management

Organizational and computer skills

• you have organizational skills to complete assignments under pressure
• you have demonstrated ability to prioritize issues and establish sequencing and follow-up processes
• you have the ability to work independently and as part of a team
• you have computer skills to work with on-line systems for data retrieval and input and the ability to use standard desktop software
